What are Florida apartment laws on fire extinguishers?

we had a fire last night. the stove caught on fire, cooking with oil (was only on for about a 1 min) i went to grab the fire extinguisher and it didn't work. come to find out it was empty. the fire dept said they could tell there were electrical problems, something to do with the breakers. the leasing office said its not their responsibility to check them. but the fire dept and neighbors said it was. ours was empty, one didn't have one and one had 2. ours had not been checked since may of 2010, the neighbors since march of 2010. if our fire extinguisher had worked, there would not have been as much damage. what are the laws and what can we do? we have 3 months left on our lease.
