Fire Regulations in rented accomidation?

I live in a rented house in Bristol. My self and my girlfriend are in the top floor flat and there are 5 other tenants in the building. There are no fire blankets in any of the kitchens and all of the fire extinguishers have not been inspected since 1997. I have found an Accredited Property certificate from Bristol City Council that expired in 2007. The fire alarm goes off for no apparent reason at irregular intervals. And under our sink is a burnt out earth cable that is not connected to anything. What should my 1st move be?
